The Challenge

The client business was formed as a Wholly Owned Company (WOC) having previously being an internal Council function. The business, with an initial turnover of c. £32m p.a. provided a range of Managing Agent, works processing and standalone professional services covering:

  • Regional works contracting framework administration with five individual lots
  • Major Capital Programmes & Projects Delivery - programme & project  management, cost management, design, architecting and engineering
  • Hard facilities management - building fabric, M&E systems, lifts repairs and maintenance
  • Statutory & legislative maintenance
  • Energy management
  • Building Consultancy - building regulation and allied legislation

The primary objectives of the business were to drive service and related works efficiencies, grow income outside the Council and improve profit returns to the Council.

Ray Windless was engaged to work alongside the CEO, the Board and the wider Senior Leadership Team as well as playing a hands-on role in implementing a range of changes to the business designed to achieve higher levels of commercial, financial and customer service performance.


The Solution

A complete business re-design featuring a more focused, flexible and future proofed structure. Re-aligning front office operations into more appropriate and effective service business (P&L) units, consolidating back-office operations to realise scale economies, flattening the entire structure and introducing improved career development pathways

Implementation of commercially orientated business processes including three year business planning, tighter financial investment controls, a more effective corporate, operational, client and shareholder business management regime; stronger sales bid/proposal and customer account management capabilities.

Led and coached specialist teams on a number of critical change initiatives including the introduction of an innovative new building fabric repairs & maintenance service, corporate CAFM asset data build, capture and launch of turnkey capital projects, soft services acquisition and integration and Joint Venture development plans fostering a more proactive and collaborative relationship with customers.

Within 3-6 months the business was re-structured with appointment of a new senior leadership team realising 15-20% annual operating cost savings.

Within 12 months the business fully achieved its contractual KPI’s, negotiated and completed the transfer of three new service lines adding c.25% in total annual turnover in line with an ‘over-arching’ business vision & growth strategy backed by the Board.

Within 24 months won major multi-million pound capital projects in new transport related markets and established efficiency based extensions to a suite of regional construction and FM works framework contracts.

Within 36 months secured Shareholder, Corporate Officer and Board decisions for the re-location of the business to a new dedicated HQ strengthening brand identity, designed and delivered innovative LEAN construction and maintenance services offering customers 20-30% supply side gross value savings, re-shaped corporate (shareholder) and partnership governance arrangements and reached agreement to attract a long term Joint Venture private sector partner assuring the future of the business for the next 10-12 years.
