Procuring & Introducing an Innovative Building Fabric Repairs & Maintenance Service

The Challenge

To procure a new supply chain delivering Building Fabric Repairs and Maintenance (BFR&M) services to a wide range of public and private sector customers (including a major local authority and c. 200 schools) through an innovative framework agreement.

The client had developed a high level service concept and a strategy to procure a framework of supply partners to deliver building fabric repairs and maintenance on a call off basis.

While some due diligence had been undertaken on spending patterns and works categorisation detailed specifications, work:cost allocation models and procurement plan for a new framework was necessary. Due to existing contract arrangements, ‘go to market’ was required within two months and go-live’ with a suite of new supply contracts within six months.


The Solution

Members of our team developed the strategic procurement brief, supported the selection of specialist commercial consultants and provided project oversight in conjunction with internal client subject matter experts  to develop detailed work specifications, the full “go to market” and contracting strategy.

The Results

The new Building Fabric Repairs & Maintenance service was successfully specified, procured and mobilised within 6 months of decision to proceed. The new framework has realised c. 25-30% gross savings in works and elemental costs.
